I may add I see no reason why the Assizes should not be sus- pended, in fact good grounds can be shewn for preferring a two

monthly Assize or even a quarterly Assize.

I agree with the Chief Justice that regular sittings are essential and I gather that the condition is in the nature of a saving clause but I presume the Judge of Shanghai would give an assura me that the work of his Court there will be so arranged as to enable him to be at Hongkong at the periods ar- ranged unless under abhst exceptional circumstances.

I am certainly of opinion that the Chief Justice

should in any event be the presiding Judge of his own Court and His Excellency I believe concurs in this view, Sir H. de Sausmar -ez I understand is also agreeable to it so presumably the con➡

not dition would be insisted upon.
